August 2000.  This photo is taken from the bridge that crosses over Minebuster for Splash Works.  The only places where you see blacktop at Wonderland are on the maintenance access roads. PCW guests never have to walk on blacktop. Blacktop = Yuk! with the PCW Junkies.
